Town Council Meeting – Thursday, October 21, 2021
The October 21, 2021 Meeting of the Barnstable Town Council was conducted remotely and physically closed to the public. Agenda Chaptering is not available for this meeting. Alternative public access was provided through Zoom.
Town Council President Matthew Levesque opened the meeting by leading the Pledge of Allegiance and the Moment of Silence. Next up was Public Comment and Council Response to Public Comment. Town Manager Mark Ells’ Town Manager Communications for period October 8-21, 2021 were presented to the Council via email and can be found here.
Elizabeth Jenkins, Director of Planning and Development, provided an update on the Local Comprehensive Planning Committee with the Draft Memorandum on Establishment and Appointments. Public comment on this memorandum will be accepted through November 1, 2021. Updates and additional information will be provided at the Town Council meeting on November 4, 2021. President Levesque welcomed members of the School Committee for their Joint Meeting with School Committee as required by the Town Charter. Finance Director Mark Milne, joined by Deputy Finance Director Gareth Markwell, presented the Update on the Financial Condition of the Town. The Town Council acted on the minutes next which was followed by Communications.
The Orders of the Day began with OLD BUSINESS.
Planning and Development Director Jenkins turned over the rationale for the continued public hearing of Agenda Item 2022-007 Amending the Code of the Town of Barnstable, Part I General Ordinances, Chapter 240 Zoning by adding a Mixed-Use Sub Zone of the Medical Services Overlay District to Mike Ford, Attorney representing New England Development. Also on hand were Eliza Cox, attorney representing Cape Cod Healthcare, and John Twohig and Paul Cincotta of New England Development. The Council passed four amendments to the item prior to passing the item.
Appointments Committee Chair Jessica Rapp Grassetti presented Agenda Items 2022-023 Appointments to a Board/Committee/Commission: Council on Aging; Disability Commission; Hyannis Main Street Waterfront Historic District Commission; and Planning Board; 2022-024 Reappointments to a Board/Committee/Commission: Disability Commission; and 2022-025 Amending the Administrative Code, Chapter 241, Article III, Multiple-Member Appointive Organization, § 241-21 Board of Health which were approved.
Councilor David Bogan recused himself from the next agenda item. Prior to the reading of Agenda Item 2022-032, an amendment was offered and approved. The Resolve authorizing the Town Manager to execute a First Amendment to the Host Community Agreement between the Town of Barnstable and Vineyard Wind, LLC, Dated October 3, 2018, and to execute a Second Host Community Agreement with Vineyard Wind, LLC for the project currently pending before the Commonwealth of Massachusetts, Department of Public Utilities in D.P.U. 20-56 and 20-57 and with the Energy Facilities Siting Board in EFSB-20-01 was approved as amended.
NEW BUSINESS began with Councilor Gordon Starr recusing himself from the next agenda item.
Agenda Items 2022-035 Appropriation and Transfer Order in the amount of $165,000 in Community Preservation Historic Preservation Funds for the restoration work to Sturgis Library’s building located at 3090 Main Street/Route 6A, Barnstable; and 2022-036 Authorizing the Town Manager to execute a Regulatory Agreement between the Town of Barnstable and DUNROVIN TOO, LLC for 68 Yarmouth Road, Hyannis were referred to Public Hearings on November 4, 2021.
Agenda Item 2022-037 Appointments to a Board/Committee/Commission: Disability Commission; Shellfish Advisory Committee; Zoning Board of Appeals was referred to a Second Reading on November 4, 2021.
