The June 2, 2022 Meeting of the Barnstable Town Council was conducted remotely and physically closed to the public.  Alternative public access was provided through Zoom.  Town Council President Matthew Levesque opened the meeting asking Town Councilor Jessica Rapp Grassetti to lead the Pledge of Allegiance.  President Levesque offered the Moment of Silence remembering what is going on in Ukraine and keep those whose lives were lost in the recent school shooting in our thoughts and prayers as well as for our leaders to do the right thing for our children.  There was no one for Public Comment. 

Town Manager Mark Ells presented his Town Manager Communications for the period of May 6-19, 2022 electronically to the Town Council.  Town Councilors did ask questions about the Communications and Mr. Ells and Town Attorney Karen Nober responded to those questions related to the recent letter regarding regulatory revisions the Massachusetts Department of Environmental Protection (MassDEP) is developing to ensure that timely actions are taken to restore and protect coastal estuaries that have been impacted by excessive nitrogen pollution. The Council then acted on the minutes and provided their Communications.  The Barnstable Youth Commission (represented by Chair Lucas McCauley, Luc-Andre Sader, Michaela Stampfl, Piper Hunt, Mary Steinhilber, and Vice Chair Isabelle Rudy) made a presentation of their activities during the past year.  The Town Council thanked the Youth Commission for their efforts.  A late arrival for Public Comment was taken after the Youth Commission presentation. 

Councilor Clark asked for and was granted permission to ask Finance Director Mark Milne questions from his presentation at the last Town Council Meeting.  President Levesque took a number of items out of order.

Town Manager Ells, supported by Town Attorney Nober, Assistant Attorneys Kate Connolly and Charles McLaughlin, and Ken Kimmel and Pat Johnson from Avangrid, provided the rationale for Agenda Items 2022-190 through 2022-195. Agenda Item 2022-190 Approval of change of purpose to allow the grant of an easement to Park City Wind LLC in certain parcels of land namely that portion of Craigville Beach known as Assessors’ Parcel 206-013 and that portion of 20 South Main Street known as Assessors’ Parcel 228-138 was approved.   Agenda Item 2022-191 Order to petition the General Court of the Commonwealth to enact special legislation approving the grant of easement to Park City Wind LLC in certain parcels of land namely that portion of Craigville Beach known as Assessors’ Parcel 206-013 and that portion of 20 South Main Street known as Assessors’ Parcel 228-138 was approved.  Agenda Item 2022-192 Approval of a grant of easement to Park City Wind LLC in certain parcels of land namely that portion of Craigville Beach known as Assessors’ Parcel 206-013 and that portion of 20 South Main Street known as Assessors’ Parcel 228-138 was approved.

Agenda Item 2022-194 Authorization for Park City Wind LLC to record Chapter 91 license and other licenses and
approvals issued to Park City Wind LLC was approved.  Agenda Item 2022-193 Order to grant to Park City Wind LLC an easement from Craigville Beach to Shootflying Hill Road for utility purposes only was approved. 

President Levesque entertained a motion to open and continue Agenda Item 2022-160 (Appropriation Order in the amount of $8,936,473 for the purpose of funding the Town’s Fiscal Year 2023 Airport Enterprise Fund Budget), as written, to a public hearing to be held at the Town Council meeting on June 16, 2022. 

DPW Director Dan Santos presented Agenda Item 2022-158 Appropriation Order in the amount of $185,000 to fund the replacement of the Fleet Maintenance Lifts and Resurfacing of the Fleet Maintenance Garage Floor located at the Department of Public Works Facility on 382 Falmouth Road, Hyannis, MA which was approved.  Barnstable Public Schools Superintendent Meg Mayo-Brown introduced incoming Superintendent Sara Ahern prior to presenting the rationale for the School Budget with Deputy Finance Director Gareth Markwell.

Agenda Item 2022-161 Appropriation Order in the amount of $76,781,611 for the purpose of funding the Town’s Fiscal Year 2023 Barnstable Public Schools Budget which was approved.  Barnstable Police Chief Matthew Sonnabend and Support Services Director Anne Spillane provided the rationale for Agenda Item 2022-162 Appropriation Order in the amount of $16,423,419 for the purpose of funding the Town’s Fiscal Year 2023 Barnstable Police Department Budget which was approved. 

Planning & Development Director Elizabeth Jenkins, joined by Assistant Director Kate Maldonado and Conservation Administrator Darcy Karle, in presenting Agenda Item 2022-163 Appropriation Order in the amount of $2,203,860 for the purpose of funding the Town’s Fiscal Year 2023 Planning and Development Department Budget which was approved. 

Community Services Director Madeline Noonan took the opportunity to introduce Assistant Director of Community Services Chris Gonnella, Recreation Director John Gleason, Council on Aging Director Kelly Howley, Director of Golf Jesse Schechtman, and Hyannis Youth & Community Center Manager Mark Boardley, prior to presenting the rationale for Agenda Item 2022-164 Appropriation Order in the amount of $2,392,497 for the purpose of funding the Town’s Fiscal Year 2023 Community Services Department General Fund Budget which was approved. 

Community Services Director Noonan provided the rationale for Agenda Item 2022-165 Appropriation Order in the amount of $3,469,498 for the purpose of funding the Town’s Fiscal Year 2023 Golf Course Enterprise Fund Budget which was approved. 

President Levesque took Agenda Item 2022-189 Order authorizing the award and execution of a lease with a term of five years for golf cars and utility vehicles at Olde Barnstable Fairgrounds and Hyannis Golf Courses out of order.  Director of Golf Schechtman provided the rationale for the item which was approved. 

Community Services Director Noonan returned to present the rationale for Agenda Item 2022-166 Appropriation Order in the amount of $3,362,110 for the purpose of funding the Town’s Fiscal Year 2023 Hyannis Youth and Community Center Enterprise Fund Budget which was approved. 

Marine & Environmental Affairs (MEA) Director Derek Lawson along with Natural Resources Director/Sandy Neck Beach Park Manager Nina Coleman, and Harbormaster Brian Taylor provided the rationale for Agenda Item 2022-167 Appropriation Order in the amount of $1,439,303 for the purpose of funding the Town’s Fiscal Year 2023 Marine & Environmental Affairs Department General Fund Budget which was approved.  

MEA Director Lawson presented the rationale for Agenda Item 2022-168 Appropriation Order in the amount of $785,442 for the purpose of funding the Town’s Fiscal Year 2023 Marina Enterprise Fund Budget which was approved.  MEA Director Lawson presented the rationale for Agenda Item 2022-169 Appropriation Order in the amount of $973,203 for the purpose of funding the Town’s Fiscal Year 2023 Sandy Neck Park Enterprise Fund Budget which was approved. 

Inspectional Services Director/Building Commissioner Brian Florence  presented Agenda Item 2022-170 Appropriation Order in the amount of $2,400,693 for the purpose of funding the Town’s Fiscal Year 2023 Inspectional Services Department Budget which was approved. 

DPW Director Dan Santos presented Agenda Item 2022-171 Appropriation Order in the amount of $10,859,063 for the purpose of funding the Town’s Fiscal Year 2023 Department of Public Works General Fund Budget.  Director Santos introduced Assistant DPW Director Rob Steen, Town Engineer Griffin Beaudoin, Highway Supervisor P.J. Kelliher, and Structures and Grounds Supervisor Joe Marshall.  The item was approved. 

Director Santos with new Solid Waste Supervisor Tracy Regazio presented Agenda Item 2022-172 Appropriation Order in the amount of $3,373,191 for the purpose of funding the Town’s Fiscal Year 2023 Department of Public Works Solid Waste Enterprise Fund Budget which was approved.  Director Santos with Water Pollution Control Supervisor Andrew Boule presented Agenda Item 2022-173 Appropriation Order in the amount of $4,404,025 for the purpose of funding the Town’s Fiscal Year 2023 Department of Public Works Water Pollution Control Enterprise Fund Budget which was approved.  Director Santos with Water Supply Supervisor Hans Keijser presented Agenda Item 2022-174 Appropriation Order in the amount of $7,910,121 for the purpose of funding the Town’s Fiscal Year 2023 Department of Public Works Water Supply Enterprise Fund Budget which was approved.  Director Santos presented Agenda Item 2022-175 Appropriation Order in the amount of $3,945,923 for the purpose of funding the Fiscal Year 2023 Comprehensive Wastewater Management Plan Operating Budget which was approved.  Finance Director
